 # Oct 2025 UK Transport Research Laboratory report issued:
                Glare from Vehicle Lighting on UK Roads 

Thanks to Dr. John Lincoln of Lightaware and Mark Baker of Softlights persuading Baroness Hayter and the RAC to do research, the long awaited TRRL report has just been issued.

We know the conclusions:

LED headlights and DRL too bright above 40,000 cd/m2 particularly from SUV's.
There are some good case studies which identify the oncoming vehicle using ANPR (Automatic Number Plate Recognition)

Given that it is against the law to cause dazzle, the recommendations (Considerations) seem weak:
1. Improve understanding of glare - annual surveys
2. Information campaign telling drivers of glare situations
3. Further research into vehicle design
4. Improve lighting regulations - current regulations do not consider the observer
5. Conduct further research
